Each year, DEF provides improvements, maintenance, security and marketing services as well as much more in accordance with a service plan adopted by the Dallas City Council. The Deep Ellum Foundation Board oversees the service plan budget sourced from an assessment rate of $0.12 per $100 of appraised value.
